In early 1987 Col Higgins was assigned to the United Nations Truce Supervision Organization (UNTSO) as Chief of the U.N. Military Observer GP in southern Lebanon. In Feb 1988, his unarmed UN convoy was ambushed & he was kidnapped, & murdered by a Gp with links to Hezbollah. Rich, your courage & dedication in selfless service is, and will be remembered.
